Abstract
Effectiveness measurement is one of the efficient methods in organizational outcome measurement. "Systematic operations" is a type of capability in organizational processes, which based on the application of knowledge, reducing errors in and effective design in carrying out organizational missions, and action based on the scientific method and its objectivity in practice, reducing the number and severity of errors caused by functions human or technical during the formulation, implementation and evaluation and acceptability of the results and consequences of military operations.The military air power is concentrated in the following six basic areas in support of achievement of national goals: attack, defense, transportation, reconnaissance and surveillance, escort and air combat support. During the years of the Iran-Iraq war (1980-1988), the Iranain Air Force has implemented a "military operations" model, which itself is a function of the application of order, science and technology in action. The type of qualitative research. This is a historical-documentary research method. The results of the analysis of the findings of the research on the topic of this air operations show that the systematic air operations during the years of the Iran-Iraq, based on strategy changing, the strategy of "quick reaction operations" at the beginning of the war gradually started from the second year and the strategy of "gaining air superiority" and then gradually move towards the process of "contingent operations". This operational transformation, while preserving Iran's air combat capability, had a significant impact on the results and consequences of the continuation and end of the war.
